He was predeceased by : his parents, Herbert Carroll Sr. and Charlotte Dowell (Manifold); and his siblings, John Dowell and Elise Mills. He is survived by : his wife Barbara Dowell; his children, Linda Ferguson and Steven Dowell; his grandchildren, Stephanie, Travis and Justin; and his sister Margaret Revelle.
