He is survived by: his children, Crystal Norton (John) of Little Rock, William Owens, Jr. and Stevie McDowell (Brenda) of Latta; and his siblings, Annie Ward of Lake View and Carl Owens (Sandra) of Dillon. He is also survived by 15 grandchildren and 5 great-grandchildren.
