He was predeceased by: his parents, Charleston Carter and Sara Connor Carter. He is survived by: his wife Sandra Dawkins Carter of Florence, SC; his son Charles "Charlie" William Carter (Shannon) of Lamar, SC.; his granddaughters, Bramley R. Carter and Anna L. Carter; and his siblings, Kathy Johnson (Terry), Sara C. Lyon (Frank) and Bobbie Carter (Kay).
A celebration of life will be held on Saturday, October 17th 2026 from 11:00 AM to 1:00 PM at the Welling Building (48 Public Square, Darlington, SC 29532).
