She was predeceased by: her parents, Betty Henderson (Massey) and William Henderson; her husband Randy "Doc" Bailey; and her brothers, Jonathan Clyde Henderson and Mike Henderson.
She is survived by: her daughter Jessica Bailey; her siblings, Dianne Henderson and Alvin Henderson; and her grandchildren, Jaxon Vantiem and Teresa Kinsley Ward.
A memorial service was held on Monday, September 22nd 2025 at 5:00 PM at the Salvation Army Church (40 Foster St, Spartanburg, SC 29301).
Penny worked as a seamstress at Liberty Uniform, loved to play pool and was always willing to help others anyway that she could even through blood donation.
