She was predeceased by: her parents, Charles Baker Carter and Inez Cox Carter; and her siblings, Carolyn C. Kinney and Gary W. Carter. She is survived by: her husband David T. Dowell; her sister Jewel C. Rainey; her daughters, Beth Orr (Scott), Dana Bailey (Larry) and Jennifer Martin (Ben); and her grandchildren, Tyler Orr (Alex), Mason Orr (Ferne), Bailey Orr, Ashley Martin, Alexandra Martin, Christian Martin, Layne Bailey, Averie Bailey and Juniper "Juni" Orr.

A memorial service was held on Sunday, October 12th 2025 at 3:00 PM at the Dunbar Funeral Home - Dutch Fork Chapel (7600 Woodrow St, Irmo, SC 29063).
