He was predeceased by: his parents, Jerry Venroe Outen and Juanita Howle Outen; his daughter Leslie Wynne Outen; and his brother Van Outen. He is survived by: his wife Wynne Myers Outen; his children, Georgia Britton Outen (Jared Wigton) of Fort Bragg, NC, Chief Donald Edward "Donnie" Outen, Jr. and Navy (Eve Areeya) of Jacksonville, FL; his grandchildren, Samuel Myers Wigton, Anne Vera Wigton and John Thomas Wigton; and his sister Debbie Outen Carter (Jimmy).
