He was predeceased by: his parents, Pearly Thomas and Lucy Blackburn Bullard; and his siblings, William Bullard, Joe Dean Bullard, Ernest Bullard, Raymond Bullard, Amos Shirley, Dennis Shirley, James Shirley, Helen Walker, Lillie Mae Rogers, Thelma Smith and Izora Nelson.
He is survived by: his wife Phyllis McHugh Bullard; his children, Risa Lewis (Mark), Joel Bullard (Kellie Faulkner) and Andrea Mabrey (Steve); his grandchildren, Christopher Lewis (Reagan), Presley Gossett (Daniel), Courtney Conn (Zach), Jesse Mabrey (Sarah Keller) and Thomas Bullard (Nicole Hoard); and his great grandchildren, Lucy Pearl Gossett, Gracie Lewis, Lydia Conn, Ellie Lewis and Owen Conn.
Visitation will be held on Sunday, September 27th 2026 from 1:00 PM to 2:00 PM at the Lyman First Baptist Church (80 Groce Rd, Lyman, SC 29365). A funeral service will be held on Sunday, September 27th 2026 from 2:00 PM to 3:00 PM at the same location.
