He was predeceased by : his parents, Velton Dwight Sr. and Lula Mae Brown Milligan; his siblings, Rufus Harvey Milligan, Martha Orilla Milligan Sager and Virginia Louise Milligan McAdams; and his son Norwood David Milligan.

He is survived by : his siblings, James Thomas Milligan (Martha), Velton Dwight Milligan Jr. (Jerry), Kaye Frances Milligan Seagraves (Hubie) and Barbara Ann Leonard (William B. Leonard). He is also survived by numerous nieces and nephews.
