He was predeceased by: his parents, Ray Payne and Mary Christine Futch Payne; his stepmother Martha Hucks Payne; and his stepsister Angela Suggs O'Brien. He is survived by: his siblings, Alvin Payne (Debbie) of Myrtle Beach, Richard Payne (Laurie) of Myrtle Beach, Tony Payne (Amanda Conway), Alicia Klouser (Bill) of Surfside Beach, Tim Suggs (Dena) of Florence, Khrystal Suggs of Conway and Paul Neeley (Kelé) of Garden City; and his close friend Bryan Allen of Myrtle Beach. He is also survived by nieces and nephews, numerous cousins, a large and loving extended family, and many supportive friends and neighbors.

In lieu of flowers, memorial donations may be made to the American Cancer Society or Victory Baptist Church in Tommy's honor.
