He was predeceased by : his parents, Roy C. Howe and Ophelia Thomas Langley. He is survived by : his wife Frances E. Hawkins Howe; and his children, Steven W. Howe Jr. (Rita Campbell), Jeff Howe (Vivian), Leann Norris (Keith) and Sheila. He is also survived by 10 grandchildren; and 17 great-grandchildren.
