He was predeceased by: his son Joshua Stephen Phelan. He is survived by: his mother Lois Jones; his wife Charlotte Phelan of Summerville; his children, Cameron, Andrew, Matthew, Jacob and Lydia; his father Walter Stephen Phelan (Steve); and his siblings, Sean Phelan, Brian Phelan and Kathleen Holland.

“I send my deepest sympathies to John's family and friends. I worked with John for many years at SPAWAR and NIWC. John was one of those 'Good Guys". John was the guy who 'got things done'. He knew his stuff and was well respected and well liked. He talked about his "golf ball recovery" business the last time we spoke...some funny stuff. It is truly shocking to hear of John's passing. I want to DO something but feel as though I'm in a straight jacket. I'll miss him. Mike Harrington”
