He is survived by: his wife Jackie Baxter; his children, Kelly Hearnen (Dan) of Lawrence, Kansas, Kim Boone (John) of Columbia, Illinois, Robert Baxter (Maithri) of Toledo, Ohio, John Baxter of Sioux Falls and Daniel Baxter of Watertown; and his sisters, Theone "Toni" Holzwarth (Harvey) of Denver and Carol Wilde (Kerry) of Gig Harbor, Washington.. He is also survived by nine grandchildren; one great-grandchild.
He helped found the First Methodist Men's Foundation and served as its first president.
