He was predeceased by: his parents, Levi W. Phillips Sr. and Jessie Mae Welch Phillips of Rome Georgia; his wife Joyce Faye McClinic-Phillips; his son Timothy Phillips; and his siblings, Robert Phillips Sr., Janice Phillips, Ethel Phillips and Belinda Phillips.

He is survived by: his sons, Rodney Lewis (Amy Phillips) and Randall Lamar; his friend Robert Jr. McCowan (Levi); his sons, Gary Phillips of San Diego, Randy (Regina Phillips) and Brian Phillips of Chattanooga, TN.; his grandchildren, Brandon, Maria Phillips, Gabrielle, Evan Lauer, Lyric Phillips, Timyrah Phillips, Trel, Ashley Phillips, Tyler Phillips, Kyla Phillips, Katie Womack, Elizabeth Phillips, Nydaya Phillips and Baleigh Phillips; his mother-in-law Katie Mae McClinic of Rome, GA; and his brother Timothy Phillips of Rome, GA.. He is also survived by cousins, nephews, nieces, brother.
