She is survived by: her children, Douglas R. Dowell (Cindy), Pamela Hebert (Gary) and Brenda Dowell; her siblings, Lucille Crothers Powell, Phyllis Taylor Smith, Stanley Brown (Wanda) and Ronald J. Brown; her grandchildren, Dean Noles (Amy), Dale Noles (Jennifer), Bradley Hebert (Margaret), Clayton Dowell (Amber) and Laura Brobst; and her great grandchildren, Elliana and Gage. She is also survived by many nieces and nephews.
Flowers will be accepted or memorial contributions may be made in Frances' honor to St. Jude Children's Hospital or the Blountville Christian Church Ruth Circle.
