He was predeceased by: his parents, Bernice Melvin Mancell and Ethel Lorine Moore Mancell; and his siblings, Hoppy Mancell (Darla), Wayne Mancell, Betty Grant (Kenneth) and Marrie Allen (Hershel).
He is survived by: his son Joe Ray Mancell (Amy) of Buchanan, TN; his brother Jim Mancell (Lilo) of Buchanan, TN; his grandchildren, Amber Brush and Clayton Mancell; and his sister-in-law Pat Mancell.
