William, born on February 20, 1949 in Oak Ridge, Tennessee, was part of many shared moments and relationships throughout life. William will be remembered for the time spent with loved ones and the moments that brought joy to those around him. He was loved and cherished by many people including: his parents, Emil Victor and Martha Shannon Barnes; his wife Joyce; his sons, Will (Leeanne) and Joe (Anna); his grandchildren, Georgia, Frances and Benjamin; and his sister Vicki Barnes (Philip Ryan). He was also cherished by many cousins and close friends.
