He was predeceased by: his parents, Frank Duggan and Mary Duggan Delay; his stepfather Bill Delay; and his stepsiblings, Bob Delay and June Delay Tallent.
He is survived by: his wife Barbara Carroll Duggan; his sons, Greg Duggan (Sherry) and Todd Duggan (Cynthia); his grandchildren, Amanda McDowell, Ashley Duggan, Chandler Duggan (Megan), Hunter Duggan (Laney) and Taylor Duggan; his great grandchildren, Kaleb McDowell and Bayleigh Duggan; and his caregivers, Vivian Green, Jeannie Hulk and Karen Vest Gately.
Visitation will be held on Wednesday, July 16th 2025 from 2:00 PM to 4:00 PM at the First Baptist Church (1275 Stuart Rd NE, Cleveland, TN 37312). A funeral service will be held on Wednesday, July 16th 2025 at 4:00 PM at the Worship Center at First Baptist Church.
