She was predeceased by: her father Ronald Foltz; and her grandparents, Henry and Cora Foltz. She is survived by: her mother Charlene Tolley (Zeke) of Hampton, TN; her husband Douglas D. Phillips; her sons, Kane Phillips (Ellie) of Chuckey, TN and Luke Phillips of Clements, CA; her siblings, Andy Foltz of Kingsport, TN, Steve Foltz (Leann) of Elizabethton, TN and Susan Chambers (Jeff) of Elizabethton, TN; and her stepbrothers, Stephen Tolley (Stephanie) of Elizabethton, TN and David Tolley (SueAnn) of Michigan.
