He was predeceased by: his siblings, Jack, Phil, Ted Garland and Marie Garland; and his parents, Arnold Garland and Vista Garland.
He is survived by: his wife Judy Ann Garland; his children, Audrey Kelaher Briggs, Marvin Garland (Angie) and Amy Garland; his grandchildren, Joshua, Alexandra, Samuel Kelaher, Savannah, Sawyer Garland and Dillon Andes; his great grandchildren, Aisley Kelaher and Harper Andes; his siblings, Jess (Marsha) and Georgia Lyon; his brother-in-law Dana Lyon; and his sister Margie Leonard. He is also survived by nieces and nephews.
In lieu of flowers, the family requests donations to Shriners Hospital for Children, or to the Carter County Democratic Party - Millard M. Garland Fund, established to honor Millard for his leadership, servitude, and community service, and to support causes that promote access to health care for local Tennesseans.
