He was predeceased by: his parents, Ralph Garland and Hazel McMahan; his stepmother Belle Garland; his siblings, Betty Adkins, Brenda McCurry, Linda Peterson, Marie Smith, Lois Cooper, Ernest Garland, Richard Garland and Danny Garland; his parents-in-law, Evelyn Johnson and Joseph Johnson; his siblings-in-law, Vera Garland, Jake Adkins, J. L. Satterfield and Coy Ferguson; his nieces and nephews, Sheila Adkins, Patricia Schwinn, Paula Johnson, Kenny Shadrick and Christopher Shadrick; and his pet Gidget.
He is survived by: his wife Mary Jane Garland; his daughters, Jo-Ann Cole (Dale) and Tina Padgett (Jeff); his granddaughter Megan Padgett; his great grandchildren, Bowen Padgett and Leigh Sparks; his sisters, Grace Satterfield, Norma Gonzalez (Miguel) and Loretta Peters (John); and his siblings-in-law, Jeanne Ferguson, Janet Johnson, Ann Garland, Joseph Johnson and Chuck Johnson. He is also survived by several nieces, nephews, aunts, uncles and cousins.
In lieu of flowers the family has requested donations be made to the Unicoi County Animal Shelter, Samaritan's purse, West Park Street Baptist Church Missionary Fund, or your local homeless shelter in Billy's honor.
