He was predeceased by: his parents, Russell Milligan and Pearl Elizabeth West Milligan; his wife Jackie Foster Milligan; his son-in-law Dr. Rick Wyse; and his siblings, Horace Milligan and Dean Tobey.
He is survived by: his children, Sandy Wyse of Collierville, Tennessee and Mike Milligan (Sherry) of Bluffton; his grandchildren, Shaunda Stucker (James) of Memphis and Stacy Lowery (Carrie) of Lakeside, California; his great grandchildren, Erika Stucker, Penelope Lowery and William Lowery; his brother-in-law Tom Foster (Ann) of Dyersburg, Tennessee; and his sibling's children, LeAnn Foster Childress (Tony) of Dyersburg and Scott Foster (Laurie) of Newbern, Tennessee..
