He was predeceased by: his parents, John Carter and Gennell Carter (Elliott); his son David Lawrence Carter; and his brothers, Jimmy, Ricky and Randy Carter.
He is survived by: his wife Phyllis Carter; his children, John Carter, Cheryl George (Allen) and Laura Spivey; his brothers, Billy Carter (Joan) and Freddie Carter (Patti); his grandchildren, Brittany Ivanich (Chris), Matthew George (Lauren), Chelsea Baker (Eric), Alex Spivey and David George; and his great grandchildren, Charlee, Poppy, Revere and Adelyn.
Visitation will be held on Wednesday, November 12th 2025 from 11:00 AM to 12:00 PM at the Oak Hill Funeral and Cremation Services (800 Truxton Dr, Kingsport, TN 37660). A celebration of life will be held on Wednesday, November 12th 2025 at 12:00 PM at the same location. A graveside service will be held on Wednesday, November 12th 2025 from 1:00 PM to 1:15 PM at the Oak Hill Memorial Park (800 Truxton Dr, Kingsport, TN 37660).
