She is survived by: her husband Russell E. Kinser; her son Steve Kinser (Tammy); her grandsons, Blake Kinser (Ashley) of Mascot, TN and Brandon Kinser (Tyler); and her sister Fannie Louise Shipley of Greeneville. She is also survived by several nieces, nephews, brother in-laws, and sister in-laws.
In lieu of flowers, the family requests donations be made to the National Kidney Foundation in Frances' memory.
