He was predeceased by: his wife Ethelwynne Penwell; his parents, Homer Penwell and Jesse Penwell; and his siblings, Homer Penwell, Jerry Penwell and Mary Helen Penwell.
He is survived by: his children, Harvey Eugene Penwell, Jr., Lee Jennings Penwell and Wynne Tubbs (Shawn).
