She was predeceased by: her parents, Albert Carter and Elizabeth McClellan. She is survived by: her husband Louis; her children, Jeremy (Lindsey) and Jessi (David); her grandchildren, Gabriel, Ronan, Annie, Emmett, Harvey and Rya; her siblings, Margaret (Doug), Albert and John (Cammie); and her pets, Katie and Max. She is also survived by extended family and dear friends.
Visitation will be held on Sunday, October 25th 2026 at 1:30 PM at the Jonesborough United Methodist Church (211 W Main St, Jonesborough, TN 37659). A celebration of life will be held on Sunday, October 25th 2026 at 2:00 PM at the same location.
In lieu of flowers, memorial contributions may be made to "The Frances Fund", a nonprofit being established in her honor to provide financial assistance for essential medical care and welfare needs for shelter animals and families with pets in need.
