He was predeceased by: his parents, Paul Moats and Ethel Long Moats; his wife Mary Anne Sullivan Moats; and his siblings, Fred Moats, Martha Pullman, Hettie Calloway, Louise Robinette, John Moats and Maude Blevins.
He is survived by: his children, Georgia Arnold (Ralph) and Mitchell Moats (Jacqueline); and his granddaughters, Michelle and Jacqueline Moats. He is also survived by other family members and friends.
Visitation was held on Saturday, June 28th 2025 from 1:00 PM to 2:00 PM at the Oak Hill Funeral and Cremation Services (800 Truxton Dr, Kingsport, TN 37660). A celebration of life was held on Saturday, June 28th 2025 at 2:00 PM at the same location. A graveside service was held on Saturday, June 28th 2025 from 3:00 PM to 3:30 PM at the Oak Hill Memorial Park (800 Truxton Dr, Kingsport, TN 37660).
In lieu of flowers, the family requests memorials in Howard's honor be made to St. Jude Children's Research Hospital, 262 Danny Thomas Place, Memphis, TN 38105.
