He was predeceased by: his parents, Jessie Boyd Baxter and Ruth Elizabeth Ramsey Baxter; and his brothers, Jerry Baxter and Buford Lee Baxter. He is survived by: his wife Brenda Hayes Baxter; his children, Jamie Baxter (Katherine) of Chapel Hill, TN, Sabrina Thomas (Steven) of Murfreesboro, TN and Joseph Baxter (Janet); and his grandchildren, Tyler, Aaron Baxter, Hadley, Parker, Jack Thomas, Hayes and Marley Baxter.
