He was predeceased by : his parents, Arthur Millsaps and Anna Millsaps (Colvin); his children, J. L. Millsaps and Betty Millsaps; his siblings, Hoyt, Boyd, Floyd Millsaps and Joyce Millsaps; and his daughter-in-law Mary Millsaps.

He is survived by : his wife Lillie Millsaps (Lawson); his daughter Barbara; his children-in-law, Eddie Jenkins and Rita Davis; his grandchildren, Kelly, Ed Grun, Chad, Amanda Jenkins, Josh, Courtney Millsaps, Matt Millsaps, Andrew, Paytyn Millsaps, Derek, Rhonda Thompson, Rachel and Jamey Hawkins; his great grandchildren, Gavin, Caleb Grun, Corbin, Colby Jenkins, Jake, Carlee Millsaps, Haydyn, Grayson Millsaps and Bailey Thompson; his brother Boyce Millsaps; and his siblings-in-law, Cobb Lawson (Carol Custead) and Ruby Williams. He is also survived by many nieces and nephews.

Visitation was held on Sunday, April 14th 2024 from 1:00 PM to 3:00 PM at the Funerals & Cremations (1366 Highway 72 North, Loudon, TN 37774). A funeral service was held on Sunday, April 14th 2024 at 3:00 PM at the same location.
