He was predeceased by: his parents, William Vaughn Monroe and Catherine Irene Monroe (Bowling); his brothers, Jack Monroe and Vaughn Monroe; his stepson Mitchell Buck; and his son-in-law Raymond Atkins.
He is survived by: his wife Laura Catherine Monroe; his children, Teresa Lutner (Michael) of Oak Ridge and Robert Stephen Monroe, Jr. (Kelly) of Maynardville; his grandchildren, Jessica Smith, Emily Lutner, Arielle Monroe and Madison Barnes; his stepchildren, Tommy Buck (Elizabeth), Terry Buck (Cathy) and Becky Atkins; and his half-brother Alan Monroe. He is also survived by several other grandchildren, nieces and nephews.
Visitation was held on Tuesday, April 28th 2026 from 5:00 PM to 7:00 PM at the Cooke-Campbell Mortuary (220 TN-61, Maynardville, TN 37807). A funeral service was held on Tuesday, April 28th 2026 at 7:00 PM at the Cooke-Campbell Mortuary Chapel (220 TN-61, Maynardville, TN 37807). A procession was held on Wednesday, April 29th 2026 at 9:30 AM at the Cooke-Campbell Mortuary (220 TN-61, Maynardville, TN 37807). A burial was held on Wednesday, April 29th 2026 at 10:00 AM at the Skaggs Cemetery.
