He was predeceased by: his parents, Joseph Hartwell Milner, Sr. and Naomi Brandon Milner; and his brother-in-law Jerry Sitz. He is survived by: his wife Dorothy Milner (Martin); his daughter Casey Milner Meeks (Kelvin Meeks); his grandchildren, Blaise Meeks and Brooke Meeks; his son Joshua Boone Milner, II; his grandsons, Ayden Cleek and Joshua Boone Milner III; and his siblings, Joseph Hartwell Milner, Jr. (Rita), Steven Frost Milner (Debra), John Clea Milner, Sr. (Teresa) and Charlotte "Anne" Sitz.

Visitation was held on Friday, November 28th 2025 from 5:00 PM to 9:00 PM and on Saturday, November 29th 2025 from 11:00 AM to 2:00 PM at the Cumberland Funeral Home, Inc. (207 Mabee Ave, Monteagle, TN 37356). A memorial service was held on Saturday, November 29th 2025 at 2:00 PM at the same location.
