She was predeceased by: her husband James H. Carter; her parents, Paul Rowlett and Mary Rowlett; and her siblings, Joyce Wright, Gary Rowlett and Donnie Rowlett.
She is survived by: her children, Jimmy Carter, David Carter (Debby), Douglas Carter and Melissa Barnette (Doug); her grandchildren, Brittany Stoops (Cliff), Brandon Carter, Stephanie Carter (Craig), Amellia Crawford (Cody), Alec Carter (Ashley), Sarah Carter and Zachary Barnette (Jenny Kate); her great grandchildren, MaKenzie Owens, Hunter Shepherd, Rhiannon Crawford, Layla Crawford and Hazel Carter; and her siblings, Jimmy Rowlett, Paula Rutherford and Mike Rowlett (Teresa). She is also survived by several nieces, nephews, and cousins.
Visitation was held on Friday, July 18th 2025 from 4:00 PM to 7:00 PM at the Stateline Baptist Church (310 W Carters Valley Rd, Kingsport, TN 37665). A funeral service was held on Friday, July 18th 2025 from 7:00 PM to 8:00 PM at the same location. A graveside service was held on Saturday, July 19th 2025 at 11:00 AM at the Church Hill Memory Gardens (208 Lane St, Church Hill, TN 37642).
