He was predeceased by: his wife Wanda Hood; his daughter Beverly Jane Hood; and his parents, James Elmer and Nancy Kilbourne Hood. He is survived by: his daughters, Deborah Winegar (Frank) and Lisa Mason (Richard); his grandchildren, Frank Winegar III, Alison Ghiaseddin, Lauren Leonard and Blake Jennings; his brother Robert "Bob" Hood (Mary); his siblings-in-law, Jean Ferguson, Nova Wolfe and Hagan Webb; and his niece Brenda Glover (David). He is also survived by extended family and friends.
In lieu of flowers the family requests memorials be made to Higher Ground Baptist Church, 1625 Lynn Garden Drive, Kingsport, Tennessee 37665.
