He was predeceased by: his parents, Jim Higgins and Daisy Higgins. He is survived by: his wife Janice; his sister Linda Rhine; his children, Julie, Jill and Jim; his grandchildren, Tanner, Mary Michael, Maddie, Will, Mallie, Danny and Rebecca; and his great grandchildren, Carter, Walker and Sadie.
In lieu of flowers, the family requests that donations be made to Youth Encouragement Services (Y.E.S.) or the Rochelle Center, two organizations close to Bill's and Janice's hearts.
