He was predeceased by: his father-in-law Richard L. Phillips; and his brothers-in-law, Gary Phillips and Darrel Phillips. He is survived by: his wife Donna Kay Lay; his sons, Brad Lay and Brandon Lay of Oneida; his grandchildren, Bailey Kate Lay of Oneida, Nixon Bradley Lay of Oneida and Maddox Liem Lay of Oneida; his father Paul Edward (Norma Jean Lay); his mother-in-law Christene Phillips of Huntsville; his siblings-in-law, Sherry Slaven (Billy) of Paint Rock and Richard Allen Phillips (Allysa); and his nephews, Tyler, Shane, Logan, Hunter and Matthew.

Visitation will be held on Thursday, October 29th 2026 from 1:00 PM to 3:00 PM at the Four Oaks Funeral Home, Inc. - Oneida (586 N Main St, Oneida, TN 37841). A funeral service will be held on Thursday, October 29th 2026 from 3:00 PM to 4:00 PM at the same location. A burial will be held on Thursday, October 29th 2026 from 4:00 PM to 5:00 PM at the Phillips Family Cemetery (2 Roy Lee Phillips Road, Huntsville, TN 37756).
