He was predeceased by: his parents, Bates Stephens and Mary Ross Lloyd Stephens; and his siblings, Mary Elizabeth Hegvold, Bill and Mark Stephens.

He is survived by: his wife Etta Turner Stephens; his daughters, Vicki Frye (Randy) of Knoxville and Karyn Angel (Ralph) of Pikeville; his grandchildren, Ashley Boynton (Matthew), James Angel, Erin Frye and Will Frye; his great grandchildren, Javan Turner Angel, Margo Boynton and Oscar Boynton; and his sisters-in-law, Anna Margaret Stephens and Phyllis Turner Johnston.
