He is survived by: his children, William G. Phelps, Jr. (Sally Phelps) of Powell, TN and Pamela Ann Rogers; his grandchildren, William Jason Phelps (Brandyn) of Auburn, Washington and Linsey Noel Vanover; his great grandchildren, Mason, Jaydn, Ellisia, Makayla, Aidyn, Maggie and Ellie; his sister Mary Morris; and his significant other Carol Dawne Estes.
Visitation will be held on Tuesday, October 21st 2025 at 11:00 AM at the Berry Highland Memorial Funeral Home (5315 Kingston Pike, Knoxville, TN 37919). A funeral service will be held on Tuesday, October 21st 2025 at 12:00 PM at the same location. A graveside service will be held on Tuesday, October 21st 2025 at 1:00 PM.
