He was predeceased by : his parents, Herman Phipps and Margaret Phipps; and his siblings, Richard, Roy, Ted and Carol Ann.
He is survived by : his sons, Billie Odell Phipps and Jason Edward Phipps (Jennifer); and his grandchildren, Elizabeth Ann Officer, Donovan Lane Phipps and Alexis Brook Phipps.
