He was predeceased by: his parents, Ralph "Skinny" Penney and Margaret Penney. He is survived by: his wife Melinda Penney; his children, Randy Penney, Michelle Staton, Dana Jimenez (Adrian) and Jackie Kirby (Nikki); his grandchildren, Tyler Kirby (Alexis), Christina Kirby, Ethan Kirby (Pamela) and Jackson Powers; and his sisters, Shirley Jenkins and Wanda Wilson. He is also survived by several nieces, nephews, and a wide circle of extended family.
