He was predeceased by: his parents, Marvin Milligan and Annie Mae Milligan. He is survived by: his wife Sue Ellen Chandler Milligan; his sons, Tony G. Milligan (Kathy) and Kevin Milligan (Karen); his grandchildren, Molly Milligan, Lydia Elliott (Carson), Abby Milligan, Evan Milligan and Eli Milligan; and his siblings, Dianne Jackson (Claudie) and Terry Milligan (Kay).

Memorials can be made to the American Heart Association, American Cancer Society or Christ Ministries Church, Humboldt TN.
