He was predeceased by: his parents, Mary Ellen Leibfried and Joseph William Elskamp; and his siblings, Dick Elskamp, Donny Elskamp, John Elskamp and Arlene Breiner.

He is survived by: his wife Janie Elskamp of Abilene, TX; his children, William "Joe" Elskamp Jr., Eric John Elskamp and Linda Kay Ray; his grandchildren, Michael Ray, Kendra Thornton and Ryan Elskamp; his great grandchild Teagan Thornton; and his siblings, David Elskamp, Danny Elskamp, Doris Udelhofen JoAnn Koeller and Juanita Hilkin. He is also survived by numerous nieces, nephews and extended family.
