He was predeceased by: his wife Earline Masters; his parents, James Arthur Masters and Willie Mae Dodd Masters; and his brother JC Masters. He is survived by: his children, Phronsie Johns of Houston, Jim Shannon (Lori) of Lake Jackson, Linda Motl (Larry) of Wichita Falls, Pat Davis of Ma and Debbie Saenz (Adolf) of Silsbee; and his grandchildren, Sherry Contrerez, Jack Johns, Colin Shannon, Melissa Varazlic, Melinda Rojas, Alicia Morais, Lori Cronister, AJ Saenz, Arlie Saenz and Kelsey West.

Billy's contributions to the Port of Beaumont laid the foundation for continued growth and success that is continued today.
