He was predeceased by: his parents, Roosevelt Harper and Georgia Adams Kelly; his wife Marnell Bevil Harper; his son Willie Lee Harper; his siblings, Leroy Kelly, Joe Nathan Kelly Sr., Charlie Kelly, Lola Seastrunk, Bessie Lee Bendy, Ruby Lee Wright, Jeanetta Miles and Ruth Standoak; and his children-in-law, Lutissa Harper and Ronnie Madison.
He is survived by: his son Charles T. Harper (Cynthia); his brothers, George Kelly (Debbie) and Leon Kelly (Margaret); his sister-in-law Betty Kelly; his children, Linda Young, Tommy Harper and Latasha Madison; his grandchildren, Shammanika Renfro, Terrance Fleming (Xochilt), Patrick Young Jr. (Terentia), Krystle Tention (Marion), Latoya Young, Dewayne Harper (ShawnDella), Tora Harper, Willie Lee Harper, Nichole Harper (Bryan), Bryce Madison, Peyton Madison and Brooke Madison; his grandchild-in-law C'Brionne Hendrix; and his children-in-law, Frederick Zeno (Marie) and Sharon Brown-Hendrix. He is also survived by eighteen great-grandchildren; five great-great-grandchildren; and a host of nieces, nephews, other relatives, and friends.
