He was predeceased by: his parents, Robert Hempfling and Eulalior Hattie Hempfling; and his brother Robert Guy Neelley, Jr. (Sharon Dehnisch Neelley). He is survived by: his children, Charles Edward Neelley, Jr. and Donna Lynn Munson; and his stepsons, James Garland Watson III, Charles Franklin Watson and Christopher Dehnisch Watson. He is also survived by eight grandchildren and one great grandchild.
