He is survived by: his former wife Imelda Salinas; his children, John David Salinas (Brenda), Cesar Xavier Salinas (Irma) and Adriana Fidela Salinas (Isaac Uhling); his grandchildren, Cesar Xavier Salinas Jr. (Vanessa), Kailyn Nicole Salinas (Brandon Leal), Jacob Noah Salinas, Brianna Jenelle Salinas, Easton Elijah Sierra and Caylee Xanah Salinas; his great grandchildren, Brandon Nicolas Leal and Cesar Xavier Salinas III (Expected); and his siblings, Oscar, Jose Adolfo Salinas (Mary), Elma Salinas Garza (Nick) and Josefina Salinas Villarreal (Coco). He is also survived by numerous nieces and nephews.

Visitation will be held on Thursday, October 8th 2026 from 5:00 PM to 9:00 PM at the Legacy Chapels (4610 S Jackson Rd, Edinburg, TX 78539). A celebration of life will be held on Thursday, October 8th 2026 from 7:00 PM to 8:00 PM at the same location. A funeral service will be held on Friday, October 9th 2026 from 9:30 AM to 10:00 AM at the same location. The inurnment will be held on Friday, October 9th 2026 from 11:00 AM to 11:30 AM at the Rio Grande Valley State Veterans Cemetery (2520 Inspiration Rd, Mission, TX 78572).
