He was predeceased by: his parents, Jasper W. "Bunk" Proctor and Floy A. Proctor; and his brother Donald Wayne Proctor. He is survived by: his wife Margaret Ann Proctor (Rizzo); his daughter Amanda Ann "Mandi" Nolte (Proctor); his son-in-law Dennis Edwin Nolte; and his grandchildren, Keagan Riley Nolte and Sofia Zoe-Marie Nolte.
A funeral service was held on Friday, May 8th 2026 at 10:00 AM at the First United Methodist Church (3501 E Elms Rd, Killeen, TX 76542).
In lieu of flowers, the family requests that donations be made to the Oklahoma Highway Patrol Retirement Fund.
