She was predeceased by: her husband James Flagg, Sr.; her parents, Julia Owen and Robert Owen; her sister Rose Smith Newbrough; her sister-in-law Sherry Sybert; and her nephews, Greg Smith, Shannon Sybert and Phil Sybert.
She is survived by: her children, Rev. James N. Flagg, Jr. (Mary) and Rebekah L. Fowler; her grandchildren, Joshua Flagg, David Flagg (Allie) and Hazel Fowler; her great grandchildren, Scott Flagg and Sophie Flagg; her nieces, Chrissy Bowker (Bill) and Angela (Joe Hartman); and her nephew Rodney Smith. She is also survived by many cousins and dear friends.
Visitation will be held on Thursday, October 29th 2026 from 6:00 PM to 8:00 PM at the Forest Park Westheimer Funeral Home (12800 Westheimer Rd, Houston, TX 77077). A burial will be held on Friday, October 30th 2026 at 10:00 AM at the Forest Park (12800 Westheimer Rd, Houston, TX 77077). A funeral service will be held on Friday, October 30th 2026 from 12:00 PM to 1:00 PM at the Sugar Land Methodist Church (431 Eldridge Rd, Sugar Land, TX 77478).
In keeping with her servant's heart, Judy asked that in lieu flowers, donations be made to Sugar Land Methodist Church, or a charitable organization of choice.
