He was predeceased by: his parents, Richard Eugene Starr and Beulah Mae Starr (Miller); his wife Sally A. Starr (Rinaman); and his siblings, Brady Starr (Geneva) of Aubrey, Mozelle Cash (Ross) of Lubbock, Johnnie Cash (Dee) of Crosbyton, Mary Wright (Bill) of Ralls and Martha Rogers (Jim) of Midland, Texas..

He is survived by: his children, Julie A. Starr and Bret W. Starr Starr (Beverly E. (Weaver)) of Hurst; his granddaughter Rebecca L. Starr of Dallas; and his brother-in-law Jim Rogers of Midland. He is also survived by many nieces, nephews, and cousins.

In lieu of flowers, the family requests that donations be made to Texas Scottish Rite Hospital for Children or the American Parkinson Disease Association.
