He was predeceased by: his parents, Clifford Frank and Juanita Pearl Hinchey (Hill); his son Stuart Paul Hinchey; and his sister Barbara Ann Hinchey. He is survived by: his wife Dr. Jane O Hinchey; his brother James Hinchey (Lura); his son Steve Hinchey (Karen); his granddaughters, Katelyn (Andrew Word), Stephanie Hinchey and Julie Hinchey; his nephew James Hinchey, Jr.; and his niece Sharon Knechtel (Hinchey).

In lieu of flowers, Frank wished for those who felt led to donate to the scholarships that he and Jane funded.
