He was predeceased by: his former wife Mary Ann "Ginny" Downs; his parents, Millard W. Downs and Elizabeth L. Downs (Moody); his son Thomas D. Downs Jr.; his son-in-law Arthur Fisher; his granddaughter Jessica Downs; and his siblings, James F. Downs, Wesley B. Downs, Margaret Boystel (Downs), Mary Austin, Opal Fauble, Violet Graves, Florence McDaniel, Eva Adrian, Carolyn Whalen, Nancy Riley and Jane Miller.
He is survived by: his children, Karen Fisher, Patricia Lynn Conaway (James) and Mark Downs (Starla); his grandchild Thomas D. Downs III (Deborah); and his children, Christopher Allen Downs (Tiffany M.), Arthur C. Fisher (Mari), Jason C. Fisher, Jamie Rechsteiner (Isaac), Paulina Boggs (Matt), Matthew A. Downs (Treasa), Casie R. Downs and Olivia M. Comer (Nick). He is also survived by 27 great-grandchildren and 10 great-great-grandchildren, along with several nieces and nephews.
