He was predeceased by: his wife Virginia Downum; his parents, Lester Downum and Eula Downum; and his grandson Chris Woelfel. He is survived by: his daughter Carol Cunningham; his son-in-law Rod Cunningham; his son David Downum; and his granddaughter Robyn Cunningham.
Visitation was held on Friday, September 25th 2026 from 5:00 PM to 6:30 PM at the Sanders Memorial Chapel (1420 Main St, Lubbock, TX 79401). A graveside service was held on Saturday, September 26th 2026 from 11:00 AM to 11:30 AM at the Lubbock Cemetery (2011 E 31st St, Lubbock, TX 79404). A memorial service was held on Saturday, September 26th 2026 from 1:30 PM to 2:30 PM at the Cumberland Presbyterian Church (7702 Indiana Ave, Lubbock, TX 79423).
A dedicated public relations officer for the Lubbock Independent School District, Charles made significant contributions to the field of education throughout his career.
